Online Absentee Ballot Delivery Honored for Excellence in Government by the Interactive Media Awards

The Interactive Media Awards™ has named Hawaii Information Consortium as a Best in Class winner in the Government category for its work in partnership with the Office of the City Clerk, City and County of Honolulu, on the Online Absentee Ballot Delivery system. The coveted award is the highest honor and represents the very best in planning, execution, and overall professionalism.

The Online Absentee Ballot Delivery system was created to help citizens and government alike. The system makes it easy for Hawaii citizens and military living overseas to have their voice heard in the election process by letting them securely download their absentee ballot, eliminating the need for postal delivery. For administrators, the system helps election staff easily fulfill absentee voter ballot requests from overseas voters that are faced with unique time constraints and postal delivery challenges. The process is simple and efficient – election officials can upload ballots, secrecy waivers, and other documents, and voters are notified when the documents are available.

Technical features include the ability for the election officials to upload zipped ballot files that are automatically unzipped, so given challenges such as uploading over 100 ballot styles, only a few zip file uploads are required. There is an automatic compilation and personalization of voting documents into a unique, single PDF in a background process for delivery to the voter.

The intuitive interface has virtually eliminated questions from both election administrators and voters and utilizes responsive web design, displaying an optimal screen view whether the voter visits the page on their desktop, smart phone or any other device.

The Office of the City Clerk, City and County of Honolulu’s service was created in partnership with Hawaii Information Consortium, the official Internet portal manager of eHawaii.gov.
