Hawaii Awards & Notices Data System (HANDS) Makes Procurement Process Easier

In November 2017, the Hawaii State Procurement Office (SPO) launched the Hawaii Awards & Notices Data System (HANDS) at hands.ehawaii.gov. HANDS is comprised of several exciting functions but the most notable is its robust search functionality. HANDS is designed to make it easier for vendors to view opportunities from several procurement platforms through the use of an Application Programming Interface (API). At launch, the HANDS had already incorporated an API with the State of Hawaii eProcurement System (HIePRO) with the intention of adding other systems in the future.

“HANDS has replaced SPO’s old Procurement Awards and Notices System (PANS). The old PANS system was on multiple applications and will no longer be supported,” said Sarah Allen, Administrator of the State of Hawaii Procurement Office. “One of the big things we hope to accomplish with HANDS is to make available to vendors and the general public a single place to look for procurement notices,” Allen said.

We are proud to announce that on May 1, 2018, HANDS integrated an API with the Hawaii electronic Procurement System (HePS). Because of this implementation HANDS can now display online solicitation and award notices for the Department of Education (DOE) and University of Hawaii (UH). This collaboration is a huge step in the right direction for vendors and the government. HANDS has made it easier for vendors to find opportunities that would have otherwise been cumbersome to track. Accessibility to opportunities drives competition. Competition ultimately saves tax payer money on the goods and services needed by the government.

The Hawaii State Procurement Office created the Hawaii Awards & Notices Data System (HANDS) in partnership with Hawaii Information Consortium, LLC, the official Internet portal manager of eHawaii.gov.

This Insurance Licensee service was launched as part of the eHawaii State Portal Program. Pursuant to chapter 27G, Hawaii Revised Statutes, the Portal Program is overseen by the Access Hawaii Committee, which collaborates with provider Hawaii Information Consortium (HIC) along with state and county agencies to continually identify new online services to be added to the portal.
