Accessibility
Providing digital services that are accessible to all users remains a core priority of the Hawaii.gov program. In alignment with federal and state accessibility requirements and the Web Content Accessibility Guidelines (WCAG) 2.1 AA, Tyler Technologies continues to work with agency partners to ensure that online government services are inclusive, usable, and accessible for individuals of all abilities.
Since launching the accessibility modernization initiative in late 2025, significant progress has been made toward improving the accessibility of portal applications and establishing a more consistent user experience across the Hawaii.gov ecosystem. This effort includes comprehensive template enhancements, remediation of existing services, accessibility testing, and ongoing collaboration with agencies to address service-specific requirements.
As of June 30, 2026, accessibility improvements have been completed for 49 of 162 services, representing 30% of all portal applications. An additional 42 services (26%) have been identified as not requiring remediation due to planned retirement, replacement with accessible solutions, internal-only access, minimal usage, or limited integration requirements. Collectively, these efforts place the program at approximately 56% overall completion, with progress continuing across the remaining applicable services.
The program remains on track to achieve full compliance by April 2027, supported by ongoing development, testing, and remediation activities. Progress is monitored through detailed bi-monthly reporting provided to agency stakeholders, ensuring transparency, accountability, and alignment with statewide accessibility objectives.
Accessibility is more than a compliance requirement. It is a commitment to providing equitable access to digital government services for all Hawaii residents, businesses, and visitors. As agencies continue to modernize their online services, accessibility will remain a foundational element of the Hawaii.gov program’s approach to delivering secure, user-centered digital experiences.

Single Sign-On
Since its statewide launch in April 2025, myHawaii Single Sign-On (SSO) has continued to strengthen Hawaii’s digital government ecosystem by providing residents and businesses with a secure, convenient, and consistent method for accessing online government services. Developed through a strong partnership between the Office of Enterprise Technology Services (ETS) and Tyler Technologies, myHawaii has become a foundational component of the State’s digital identity strategy.
Over the past year, the platform has demonstrated its stability, reliability, and scalability while improving the user experience across government services. By enabling citizens to access multiple applications through a single account, myHawaii reduces password fatigue, minimizes credential-related security risks, and streamlines account management for both users and agencies. The implementation of modern authentication capabilities, including multi-factor authentication and passkey support, reflects industry best practices and reinforces the State’s commitment to secure digital service delivery.
Today, more than 90 online government applications leverage myHawaii SSO, spanning services such as business licensing, camping reservations, tax payments, records requests, and public auctions. Continued collaboration with ETS has ensured that the platform remains responsive to evolving security requirements and constituent needs, while providing a reliable foundation for future digital government initiatives.
As adoption continues to grow, myHawaii remains an important driver of customer support activity, accounting for approximately 8% of all Tyler Hawaii customer inquiries in FY2026. This engagement provides valuable insight into user needs and helps guide ongoing enhancements to the platform and overall customer experience.
Looking ahead to FY2027, Tyler Technologies and ETS will continue expanding myHawaii integration opportunities across state and county services. As additional agencies adopt the platform, Hawaii is well positioned to further simplify access to government services, strengthen cybersecurity protections, and advance its vision of a seamless, citizen-centered digital government experience.
